近年邵氏製作電影都與無線電視合作,而無線電視則利用其免費頻道的優勢盡力宣傳。可是此舉卻有機會違反廣播電務管理局(下稱「廣管局」)的《電視節目守則》,而無線亦因此再被罰款。
廣播事務管理局指無線去年七至八月期間播放的電視節目《東張西望》、《娛樂頭條》於28日的播映日數共播出41個與該電影有關的環節,至於七月廿四播放的《翡翠明珠星Fight夜》則是明顯為該電影度身訂造的節目,違反了《電視節目守則》,前兩年各罰款六萬,後者罰款四萬,共十六萬元。
其實無線如此的催谷已非首次,因為廣管局較早前曾對《東張西望》為電影《72家租客》作間接宣傳罰款四萬。然而,罰款對於其廣告效應上未知是否不成比例關係,提供了再次犯例的誘因。
觀乎情況,除非廣管局能採取更有效措施,不然這個情況,恐怕難以遏止吧!

要將所有電影宣傳禁止係免費電視台的節目中出現。

其實最大問題係這一條條例已經過時.!!!!!!!!!!!!!!!
其實成立這條條例的時候,香港應該只得4個免費channels,沒有收費電視,沒有這幾年新增的免費數碼channels,更沒有Internet上的各式各樣的宣傳渠道。
這一條條例,來到了這個時代,是時候放寬了。

The legislation may be out-dated, but that does not mean TVB did not take advantage of its unique market leadership. All other movies need to pay for TV ads and other marketing expenses, so it is unfair that TVB’s own movies does not need to.
Your assumption that the rule should be outlawed simply because there are other cheaper marketing channels today (for e.g. internet) is one of the stupidest thing I have ever read.
Makes me think you are one of TVB’s employees.
You should go back to your office and think whether shamelessly promoting your own movie at your own highly watched TV shows is worthwhile. Your public relations image is already bad enough. You should probably get an even larger fine for 《我愛HK開心萬歲》, if the fine of HK$160K is about 5% of《翡翠明珠》’s HK grosses, then the fine for I LOVE HONG KONG should be HK$1.35 million.

有線廣播條例係訂立時已經比較寬鬆,無線娛樂台就可以有介紹電影節目的環節,如果只係針對無線係一條龍電影工業生產中拎到幾多著數,而唔反思整條條例如何扼殺香港電影視業,這就是見木不見林。

反而一眾廣告品牌在劇集節目插入大量植入式產品贊助同冠名贊助就可以事無忌憚地放個不停
政府仲話支持香港電影業,哈!

Government should probably help subsidize local film industry’s TV advertising cost in support of more local industries, although for an economy that emphasize free market and minimal government interference, it will be an uphill battle.
Then again, globalization has already proven to be disastrous and unfair to other disadvantaged economies, and since mainland government is heavily supportive of its own movie industry, those HK government ‘shoe-polisher’ should really reconsider not helping its own industry.
